EU Cyber Direct in New York: Advancing dialogue on the future of responsible State behaviour in cyberspace

EU Cyber Direct – EU Cyber Diplomacy Initiative will be present in New York during the first substantive plenary session of the Global Mechanism on developments in the field of ICTs in the context of international security and advancing responsible State behaviour in the use of ICTs.

Taking place at an important moment in the evolution of the UN cyber diplomacy framework, the first substantive cycle of the Global Mechanism marks a shift towards implementation of agreed commitments. EU Cyber Direct will contribute to these discussions by convening exchanges between diplomatic and expert communities, exploring practical approaches to norms implementation, and examining how stakeholder expertise can support effective cooperation.

As part of its engagement in New York, EU Cyber Direct will organise events bringing together representatives from governments, international organisations, academia, technical communities, private sector and civil society.

Cyber Diplomacy Compass: Bridging Expertise and Diplomacy for the UN Global Mechanism

Ahead of the first substantive plenary session of the Global Mechanism, EU Cyber Direct will convene the inaugural Cyber Diplomacy Compass: Bridging Expertise and Diplomacy for the UN Global Mechanism.

The event will bring together UN delegates and expert communities from across regions for an informal exchange on the role of expertise in supporting the Global Mechanism. Through expert-led discussions, roundtables and interactive formats, participants will explore how diplomatic and technical perspectives can complement each other in addressing complex cyber governance challenges.

Unlocking Implementation: State-Stakeholder Networks in the UN Global Mechanism

EU Cyber Direct will convene this side event at the margins of the first substantive plenary session of the Global Mechanism.

The event will explore how State and stakeholder networks can support implementation under the Global Mechanism. Discussions will focus on practical formats for engagement between delegations and the wider cyber ecosystem, including targeted briefings, written inputs, technical explainers, regional consultations and other forms of cooperation.

Norms in Practice: The EU’s Contribution to the Operationalisation of the UN Framework of Responsible State Behaviour in Cyberspace

EU Cyber Direct will convene this side event at the margins of the first substantive plenary session of the Global Mechanism.

The discussion will focus on the operationalisation of the 11 voluntary, non-binding norms of responsible State behaviour in cyberspace and how agreed commitments can be translated into concrete policies, practices and cooperation measures. The event will feature the presentation of the EU’s contribution to the operationalisation of the UN framework, alongside expert perspectives on implementation efforts, capacity needs and regional approaches.
