Unlocking Implementation: State-Stakeholder Networks in the UN Global Mechanism

EU Cyber Direct – EU Cyber Diplomacy Initiative is convening this side event at the margins of the first substantive plenary session of the Global Mechanism on developments in the field of ICTs in the context of international security and advancing responsible State behaviour in the use of ICTs.

As the Global Mechanism enters its early implementation phase, attention is turning to how its plenary and Dedicated Thematic Groups can translate agreed commitments into practical cooperation. While the mechanism remains State led, its effectiveness will depend on its ability to draw on the expertise of the wider cyber ecosystem, including the private sector, technical community, academia and civil society.

The event will examine how State and stakeholder networks can support implementation under the Global Mechanism. Building on exchanges held during Geneva Cyber Week 2026 and the inaugural Cyber Diplomacy Compass, the discussion will explore what makes stakeholder contributions useful, visible and manageable for delegations.

Particular attention will be given to practical formats for engagement, including targeted briefings, written inputs, technical explainers, regional consultations, national platforms and speaking opportunities linked to specific DTG priorities.
