On 26 October 2025, the EU Cyber Direct – EU Cyber Diplomacy Initiative supported the organisation of the side event “Translating the UN Convention against Cybercrime into Practice: Multistakeholder Pathways and Perspectives for Effective Implementation” on the margins of the Opening for the Signature of the United Nations Convention against Cybercrime in Hanoi, Viet Nam.
The discussion aimed to distil key lessons from the negotiation process and translate them into actionable proposals for stakeholder participation in the preparations for the future Conference of States Parties. Participants explored strategies for inclusive modalities to be reflected in the Rules of Procedure, as well as avenues for engagement in any potential future negotiations on additional protocols to the Convention.
The session also examined how multi-stakeholder actors, including civil society, academia, and the private sector, can support future Parties in the effective and rights-respecting implementation of the Convention. This included contributions on preventing and combating cybercrime, upholding human rights safeguards, assisting victims, and identifying areas for technical assistance and capacity-building.
By identifying near-term priorities for cooperation, the event sought to frame a pathway for sustained dialogue between stakeholders, the UN Office on Drugs and Crime (UNODC), and Member States, ensuring continued engagement beyond the side event.
