The Opening for the Signature of the United Nations Convention against Cybercrime took place in Hanoi, Viet Nam from 25 to 26 October, 2025.
On the sidelines of the ceremony, EU Cyber Direct – EU Cyber Diplomacy Initiative supported the organisation of two European Union–hosted events aimed at translating this landmark agreement into practice and fostering dialogue on its implementation.
On 25 October, the High-Level Dialogue “Enhancing Cooperation under the UN Convention against Cybercrime” was held. This session provided a space to explore how the Convention can be effectively implemented and how international cooperation can be strengthened in this new framework.
The Convention’s signature marks a pivotal moment for defining national pathways and priorities ahead of the inaugural Conference of States Parties. This process will help identify opportunities for enhanced collaboration and targeted capacity-building efforts tailored to national contexts.
The High-Level Dialogue brought together ministers, ambassadors, and senior representatives to exchange perspectives on immediate priorities, discuss engagement with stakeholders and service providers, and consider how capacity-building initiatives can support the development of safeguards and trust across jurisdictions.
