Tech and Security Diplomacy in a World of Hybrid Threats

On 23 October 2025, as part of the Accountability and Deterrence Workstream at the European Cyber Agora 2025, EU Cyber Direct – EU Cyber Diplomacy Initiative organised the fireside chat “Tech and Security Diplomacy in a World of Hybrid Threats.”

This fireside chat brought together two senior European leaders working at the intersection of emerging technology, cyber and security policy, and diplomacy. In an era of hybrid and interconnected conflicts, technology, including drones and cyber operations, is redefining how and where power is projected, while expanding society’s attack surface.

The discussion explored how European nations are responding to these challenges, combining cyber defense, operational readiness, and diplomatic engagement. Building on recent drone incidents across Europe and ongoing cyber and hybrid operations targeting European states, the conversation also examined how Europe can strengthen its resilience in the face of cross-border technological threats.

Through a candid and forward-looking exchange, the speakershighlighted the implications of technological innovation and cyber capabilities for Europe’s defense transformation, diplomatic posture, and pursuit of security.
