On 3 June 2025, the European Cyber Agora convened a half-day tabletop exercise in Brussels, bringing together representatives from national governments, the private sector, NATO, legal experts, and civil society to explore real-time decision-making during a complex cyber crisis scenario.
The exercise aimed to break down siloed approaches and foster a shared understanding of how to strengthen Europe’s resilience in the face of rapidly evolving cyber threats. Through scenario-based discussions, participants addressed critical questions on response coordination, cross-border information sharing, and the appropriate posture for long-term resilience.
Designed and facilitated in collaboration with experts from our partners at Microsoft and the German Marshall Foundation, as well as RiskSight, the exercise linked the European Cyber Agora’s three thematic workstreams and reflected its 2025 core theme: resilience. By simulating high-stakes decisions under pressure, the exercise underscored the importance of multi-stakeholder cooperation, layered responses, and strategic foresight in ensuring Europe's cyber readiness.
