Cyber deterrence and policy responses

The second meeting of the like-minded partners hosted by the European External Action Service (EEAS) and the EU Cyber Diplomacy Initiative – EU Cyber Direct took place on 22 and 23 June 2022 and gathered representatives of EU Member States, Australia, Canada, Japan, Mexico, Norway, Singapore, Switzerland, United Kingdom and the United States.

The meeting aimed to discuss policy responses and cooperative efforts to prevent, discourage, deter and respond to significant malicious cyber activities. Throughout the event, like-minded partners took stock of the progress achieved to date in cooperation and identified opportunities for strengthening cooperation in responding to malicious cyber activities.

Through a scenario-based discussion, participants improved their mutual understanding of how different states understand the facts of the scenario and their respective positions, they gained a better insight into states’ respective response mechanisms and identified expectations of like-minded countries when it comes to more action-oriented exercises in the future.
