Recommendation of the Committee of Ministers to Member States on Combating Hate Speech

These recommendations on how countries should tackle the rise of hate speech online notably address a variety of actors (public officials, elected bodies, political parties, internet intermediaries, media) and discuss support for those targeted by hate speech, monitoring, and analysis of hate speech, as well as national coordination and international cooperation in the field.
