Measures to build strong cybersecurity in the EU

Taking into account the recent cyber attacks against the Organisation for the Prohibition of Chemical Weapons (OPCW) in The Hague, EU leaders called for further strengthening of the EU’s deterrence, resilience and response to hybrid and cyber threats.

President Donald Tusk asked ministers to work on a sanctions regime that will be specific to cyber attacks, aiming to protect citizens, companies and institutions. The European Council also emphasised the need to protect the EU’s democratic systems and provide rapid follow-up to combat disinformation, ahead of the 2019 European elections.
