This briefing paper by Dr. François Delerue explores how both EU, like-minded countries and other states view the application of international law in the cyber domain.
With regard to a common EU position, the paper suggests that the EU could adopt an alternative approach emphasising the diversity of the positions published by its Member States.
The paper served as a basis for discussion at the workshop on EU cyber diplomacy and international law organised by EU Cyber Direct in June 2023.
