On 10 December 2021 François Delerue, team leader on International Law and project expert for EU Cyber Direct, participated in the International Conference in Memory of Professor Igor Lukashuk 'Politics of Sanctions in International Relations' organised by the HSE School of International Law (Moscow, Russia).
François Delerue delivered a presentation on ‘Self-Help Measures against State-sponsored Cyber Operations’ on a panel dedicated to sanctions as a response to cyber operations. This panel was chaired by G. Bogush (HSE School of International Law) and had three other speakers: V. Rusinova (HSE School of International Law), E. Martynova (HSE School of International Law), and A. Kozik (ICRC).
