Strengthening Global Cybersecurity Diplomacy

On 22 October 2025, as part of the Accountability and Deterrence Workstream at the European Cyber Agora 2025, EU Cyber Direct – EU Cyber Diplomacy Initiative organised the workshop “Strengthening Global Cybersecurity Diplomacy.”

As the mandate of the Open-Ended Working Group (OEWG) on cybersecurity concluded in July, the diplomatic community faces a pivotal moment to agree on and implement its successor. The session provided a critical opportunity to reflect on the OEWG’s achievements, identify its shortcomings, and envision a future mechanism that addresses these gaps effectively.

Panelists also explored strategies to overcome potential instances and scenarios where certain UN processes may obstruct, rather than foster, progress on vital cybersecurity issues. The discussion centered on advancing a more constructive and actionable cyber agenda, leveraging the UN’s convening power while exploring future mechanisms best suited to driving meaningful progress.
