Sino-European Expert Working Group on the Application of International Law in Cyberspace, fifth meeting

The Fifth Annual Meeting of the Sino-European Expert Working Group on the Application of International Law in Cyberspace was held in Suzhou, China, from 29 to 31 October 2025. 

The meeting was facilitated by the European Union Institute for Security Studies – implementor of the EU Cyber Direct – EU Cyber Diplomacy Initiative, the Geneva Centre for Security Policy (GCSP), the China Institutes of Contemporary International Relations (CICIR), and Xiamen University. 

The Expert Working Group provides a platform for exchange among European and Chinese legal experts to examine the application of international law in cyberspace, and to ponder related problems from a theoretically legal perspective. 

During the two-day discussions, experts explored case studies and addressed topics including cyber attribution, cyber prepositioning, regulating the cross-border data flow, and international law in the context of cyber diplomacy.
