International Law in Cyberspace: Taking Stock, Comparisons and the Way Forward

The EU and its Member States strongly promote the implementation of the UN framework of responsible state behavior, which has the application of existing international law at its core. In this context, the EU and its Member States encourage discussions in the UN to elaborate on and exchange views about how international law applies to the use of ICTs by States, enhance common understandings, and encourage all States to articulate a national position on the application of international law in cyberspace.

With the deterioration of effective multilateral debate on international security in cyberspace, there is a clear need for the EU and its Member States to take a more proactive stance in discussions at the UN and other relevant international fora, including through the development of a shared EU perspective on the application of international law in cyberspace.

In this light, EU Cyber Direct, the European Union Institute for Security Studies, and the European External Action Service, with the support of the Belgian Presidency of the Council, organized a workshop on 12 March 2024 titled "International Law in Cyberspace: Taking Stock, Comparisons, and the Way Forward."
