EU-GCC Cyber Diplomacy 1.5 Dialogue: Advancing Cross-Regional Cyber Cooperation for Stability and Security

The EU-GCC Cyber Diplomacy 1.5 Dialogue "Advancing Cross-Regional Cyber Cooperation for Stability and Security" brought together experts from government, academia, and industry to strengthen cooperation on cybersecurity between the European Union (EU) and the Gulf Cooperation Council (GCC).

As both regions face an increasingly complex cyber threat landscape, the dialogue focused on shared priorities such as protecting critical infrastructure, promoting responsible state behaviour in cyberspace, and building global cyber capacities.

Held alongside the Global Cyber Forum (GCF) in Riyadh, the event provided a platform for open exchange and trust-building between regional stakeholders. It aimed to:

  • Establish sustained, high-level dialogue on cyber issues;
  • Enhance inter-regional trust and transparency; and
  • Identify areas for future collaboration.

Using a Track 1.5 format, combining official and multistakeholder diplomacy, the dialogue encouraged interactive discussions and practical recommendations for advancing stability, security, and accountability in cyberspace.

The event was jointly organised by the European External Action Service (EEAS), the Gulf Cooperation Council (GCC), and the Global Cybersecurity Forum (GCF).
