2018 UN Resolution establishing UNGGE

The 2018 resolution establishes a group of governmental experts in 2019 on the basis of equitable geographical distribution. This group will continue to study, with a view to promoting common understandings and effective implementation, possible cooperative measures to address existing and potential threats in the sphere of information security, including norms, rules and principles of responsible behaviour of States, confidence-building measures and capacity-building, as well as how international law applies to the use of information and communications technologies by States.

the group will collaborate with relevant regional organizations, such as the African Union, the European Union, the Organization of American States, the Organization for Security and Cooperation in Europe and the Regional Forum of the Association of Southeast Asian Nations, and convene a series of consultations to share views on the issues within the mandate of the group in advance of its sessions.
