EU-OAS-UNGGE stakeholder meeting

In preparation for the new round of the UNGGE negotiations, the UNGGE Chair participated in a series of consultations with regional organisations. Following consultations with the OSCE and the EU, the Organisation of American States (OAS) also shared its views in an event that took place on 15 and 16 August in Washington DC.

Building on the successful event in June, EU Cyber Direct organised a meeting with civil society stakeholders in the margins of these consultations, together with Derechos Digitales and New America, two non-governmental organisations from the region.

The stakeholders pointed out the usefulness of an open, inclusive approach for a healthy digital ecosystem and expanded on the diverse role civil society has to play in the implementation phase of norms. They also stressed the importance of a human-centric approach to address cyber threats, security and stability.

Some key takeaways were that the region seems to stick to the norms and principles already agreed upon and is looking mostly how to implement them. There is support in the region for institutional strengthening at the UN level. Stakeholders concluded how the OAS can be a channel for input, as well as bring on board civil society and academia.
