Rachida Aligy Ussen Mamade is a Senior Cybersecurity Officer at the African Union Commission, Department of Political Affairs, Peace and Security (PAPS). She previously served as National Director for Planning and Studies at Mozambique’s Ministry of Communications and Digital Transformation, where she coordinated the Working Group responsible for the National Digital Inclusion Programme. She has also held senior planning and cooperation roles at the Ministry of Science, Technology and Higher Education. Rachida is a member of the UN Ad Hoc Committee on the Cybercrime Convention and the UN Open-Ended Working Group (OEWG) on ICT Security. She holds a degree in International Relations and Diplomacy and a Master’s in Public Policy and Governance.
