Japan’s Position Paper for the Report of the United Nations Open-Ended Working Group on “Developments in the Field of Information and Telecommunications in the Context of International Security”

Japan’s position paper on the topics covered by the 2019-2021 OEWG touches upon several elements of the report, including existing threats, norms and responsible state behaviour in cyberspace, the application of international law in cyberspace, confidence-building measures (CBMs), capacity building, and regular institutional dialogue.
