EU declarations, DDoS attacks, and the erosion of norms and rules for State behaviour in cyberspace

The Russian invasion of Ukraine resulted in some inconsistencies in EU Member States’ applications of international law in cyberspace and adherence to the UN cyber norms framework. This analysis examines some of these discrepancies and their consequences for the EU.
