Department of Defense Cyber Strategy 2018 (Summary)

This document establishes the notion of strategic competition. It stresses the long-term strategic competition with China and Russia in and through cyberspace. Such competition poses long-term strategic risks to the Nation as well as to our allies and partners. The document further details how the US will manage this competition, namely through the concepts of “persistent engagement” and “defending forward”.
