Canada’s Proposal for the Report of the 2019-2020 OEWG
Short Summary
This paper outlines the issues that Canada wanted to address at the 2019-2020 Open-Ended
Working Group (OEWG), in a manner that builds on the acquis of the 2013 and 2015 consensus reports
of the UN Group of Governmental Experts (GGE) on 'Developments in the Field of Information and
Telecommunications in the Context of International Security.' Canada proposed that the OEWG focuses on practical measures and implements the voluntary norms of state behaviour, confidence-building measures (CBMs) and transparency measures adopted in the last two consensus GGE reports.
